Operations Engagement Management (OEM) addresses the operational function of enterprises and the production systems that transform resource inputs into valuable goods and services across public and private, manufacturing and service contexts. This section presents a systematic approach to identifying and solving a wide variety of production and operations problems, emphasising rigor in analysis, planning, and decision-making.
OEM spans long-term system planning and design alongside short-term operating decisions under real-world constraints. Because most controllable costs sit within the operating function, effective operations governance is central to organisational performance, cost stewardship, and resilience.
The focus is on developing the capability to plan and control production and service systems, diagnose performance issues, and implement improvements that balance efficiency, quality, flexibility, and delivery. Concepts are illustrated with materials drawn from diverse operating environments—discrete and process manufacturing, logistics, healthcare, government services, and digital operations—to ground principles in practice and highlight sector-specific nuances.
